Minutes of the 12th Meeting of the Police Executive Board for Determination of Qualifying Threshold in Written & Interview for Recruitment Against 2331 Posts in National Highways and Motorway Police
The 12th meeting of the National Highways and Motorway Police (NHMP) Police Executive Board (PEB) was held on August 2, 2024, at 1500 hours via video link. The meeting was chaired by the Inspector General of NHMP and attended by the following officers:

Agenda:
DIG (HRM) briefed the participants that NHMP, as a federal department, is recruiting various cadres based on the recruitment policies issued by the Establishment Division, dated 16-01-2015 (amended from time to time). The policies state:
a) Initial Screening/Shortlisting: The top five candidates will be shortlisted for an interview for each post to be filled through fresh recruitment.
b) Interview: The shortlisted candidates from the screening test will be interviewed after verifying their academic/professional credentials and testimonials. The Departmental Selection Committees (DSC), constituted under Rule 2(e) of the Civil Servants (Appointment, Promotion, Transfer) Rules 1973, will assess the applicants based on the following criteria:
- Score in the test: 70% weightage
- DSC Evaluation: 30% weightage, distributed as follows:
- Chairman: 40%
- Two Members: 30% each

The DSC will further assess the candidates based on:
- Relevant qualification/experience
- Knowledge/Skill relevancy
- Personality/Interpersonal Communication skills
- Weightage: 30%, 40%, and 30% respectively
The policy mandates shortlisting five candidates per post for interviews but is silent on determining a minimum qualifying threshold. It was noted that both the Punjab Police and the Federal Public Service Commission set minimum thresholds for written exams and interviews. To establish a departmental policy, the following options were discussed:
- Option 1: 40% threshold for the written exam and 40% for the interview.
- Remarks: This may not allow the department to call five candidates per post in some cases, particularly for minority, women, and other reserved quotas.
- Option 2: 33% threshold for the written exam and 40% for the interview.
- Remarks: This would generally meet the 1:5 candidate-to-post ratio, but it might compromise the ratio in reserved quotas like Women, Minority, Disabled, and GB.
- Option 3: No passing marks requirement, with five candidates called per post.
- Remarks: The Federal Government’s policies are silent on qualifying marks, but AIG (Legal) should clarify if this could lead to complications.
Decision: National Highways and Motorway Police NHMP
After detailed deliberation, the Board decided by majority:
- The qualifying threshold for the written exam will be 33%, and for the interview, it will be 40%.
- During the interview, the Departmental Selection Committee will assess the candidates according to the federal government’s recruitment policy dated 03-03-2015, with the following criteria:
- Relevant qualification/experience: 30%
- Knowledge/Skill relevancy: 40%
- Personality/Interpersonal Communication skills: 30%
